The Ministry of Foreign Affairs sheet asks for two different objects: a 33 x 48 mm glossy print with the head 28 to 33 mm from chin to crown, and a separate 3:4 JPEG of 354 x 472 to 420 x 560 pixels between 40 and 120 KB for the online form. We make and check both — the check is free.

Print rules
Glossy photo paper — the Ministry's sheet rules out matte and plain paper. The print attached to the form is a different shape (11:16) from the online file (3:4), so crop each from the original photo.
