Most Canada visa applicants never submit a photo — IRCC captures it at the biometrics appointment. If you're exempt (children under 14, applicants over 79, and a few others) and applying on paper, you need two identical prints at least 35 x 45 mm with your name and date of birth on the back. Check the framing here before you print.
The check is free and runs on your device. You pay only if you download the finished file — $4.99, or $6.99 with a 4 × 6 in print sheet.
