UAE Visa Photo Requirements: ICP and GDRFA Rules 2026

The UAE has no single visa photo rule, and no single office. The federal authority (ICP) and Dubai's residency directorate (GDRFA Dubai) each publish their own wording, and inside each they differ from page to page. What they agree on: a recent colour photo on a white background, meeting ICAO specifications. The ICP services guide gives the size as 3.5 x 4.5 cm with an image width of 35 to 40 mm. What none of them gives, in the pages we could read, is a pixel size, a file format or a kilobyte limit for an upload.

We read the ICP services guide (a 230-page PDF, its file properties showing May 2024), the ICP "Personal Photo Specifications" brochure, and GDRFA Dubai service pages on September 19, 2026. The calendar row for this guide promised "ICP upload rules". We looked for them and found none: the official documents describe how the photo should look, not how the file must be built. We did not log in, start an application or upload anything, so we have not seen the upload screen.

The ICP wording comes from three places, and they are not identical.

The ICP services guide. For passport services it says "Personal photo 4.5*3.5cm size with white background", that the photo should be recent and conform to ICAO specifications, that hands should not appear above shoulder level, eyes should be open, there should be no frame, and the photo width should be 35 to 40 mm. Several other passport entries repeat this as "3.5 x 4.5 cm" and "image width 35-40 mm". The first of these entries name Emirati nationals as the applicants, so treat them as the federal authority's house style for the photo rather than a visa rule.

The same guide's entry-visa and residence entries. These say "a recent personal photo with a white background", with a size written "4/6" or "6/4" and no unit. The newborn-visa entry says "colored personal photo with white background of measure 4/6". We do not know from the page whether that is centimetres, and it is not the same shape as 3.5 x 4.5 either way (a 6 x 4 rectangle has a 3:2 ratio, and 35 x 45 is 7:9). So the guide gives two different sizes for different services. If you are applying for a visa or residence, the guide does not tell you which one your form takes.

The personal-photo brochure. A four-page PDF on the ICP smart-services site (its file properties show November 2021) says the photo must be no more than 6 months old, 35 to 40 mm wide (the PDF prints it reversed, "40-35mm"), show head and top of shoulders so the face takes up 70 to 80% of it (printed "%80-70"), and be in sharp focus, printed on high-quality paper. It asks for a plain light-coloured background, uniform lighting with no shadows, flash reflection or red eye, both edges of the face visible, a neutral expression and a closed mouth, and it says the subject must be alone: no chair backs, toys or other people.

So "white" and "light-coloured" both appear on ICP's own pages. Plain white with even lighting satisfies either. See passport photo background colour for how that choice differs by country.

What GDRFA Dubai says

GDRFA Dubai's service pages hide their requirements behind an "Expand All / Requirements" panel, so we opened them in a browser as an ordinary visitor.

  • Visa Issuance (Virtual Work): "A recent personal photo in coloured with a white background."
  • Issuing an entry visa for residence without work, family sponsorship: "A personal photo." No colour, background or size.
  • Two other pages that could have said more (the directorate's FAQ and an entry-permit requirements page) returned an access error to our client, so we did not read them and take nothing from them.

Two Dubai pages in the same directorate, then, disagree on how much they say. That is not a reason to worry about the family one: it means the page is short, not that the photo is optional. It is a reason to check your own service page rather than a summary.

Head size and the 35 to 40 mm width

The ICP brochure's 70 to 80% figure is a ratio of face to photo height. On a 45 mm-high photo that is 31.5 to 36 mm from chin to crown. That is arithmetic on the published percentage, not a figure ICP prints, and the brochure does not say whether "face" includes hair. The head size guide compares how other issuers state the same rule, and the visa photo sizes by country table shows where else 35 x 45 mm turns up.

Glasses, head coverings and expression

From the ICP brochure:

  • Glasses. The eyes must be clearly visible with no flash reflection and no tinted lenses; heavy frames are best avoided if you have lighter ones, and the frames must not cover any part of the eyes.
  • Head coverings. Not permitted except for religious reasons, and even then the face from the bottom of the chin to the top of the forehead and both edges of the face must be clearly shown. That is the same test most issuers use, see hijab in a passport photo.
  • Expression. Neutral, mouth closed, looking at the camera. Hair must not cross the eyes.
  • Frame. No other person, chair back or toy. A child's photo has to show the child alone.

Does a phone photo work?

The sources do not say either way. They ask for ICAO conformity, sharp focus, no shadows or flash on the face, natural skin tones, and printing at high resolution on photo-quality paper for a printed photo. None of that rules out a photo taken by someone else with a phone against a plain wall, and none of it promises one will pass. If you are uploading to an ICP or GDRFA screen, a file limit may apply that we could not read. If that screen refuses the file, the message is the rule.

  1. 1

Identify which office handles your application

ICP for federal services, GDRFA Dubai for Dubai visas and residency. Open the exact service page and read its Requirements panel.

  2. 2

Set up plain white and even light

Someone else takes the photo against a plain white wall, you facing the camera with a neutral expression, eyes open, no shadows on the face or the wall.

  3. 3

    Frame to 3.5 x 4.5 cm

Head and top of shoulders, face filling about 70 to 80% of the height (ICP brochure), nothing else in the frame.

  4. 4

    Do not edit it

No filters and no retouching. Upload it at the size the screen accepts; if the screen states a limit, follow it.

  5. 5

    Keep the original

If the office asks for a different size, you can re-crop from the untouched original instead of rescaling a small one.

To get a usable photo at home in the first place, how to take a passport photo at home covers the setup, and the tool is at the start page. Our background check measures brightness and evenness only, and it detects a second face, not glasses or objects.

Neighbouring Gulf and Asia guides

If you also need documents from another country, the India passport photo requirements, Thailand e-visa photo and Philippine passport photo guides have those issuers' sizes. Do not reuse a file made for one on another without checking its size.

Frequently asked questions

What size is a UAE visa photo?

The ICP services guide gives 3.5 x 4.5 cm with a white background for passport services, and the same guide's entry-visa and residence entries say a white background and a size written 4/6 with no unit. The ICP photo brochure adds a width of 35 to 40 mm. GDRFA Dubai's page names a white background but no size.

Does a UAE visa photo need a white background?

White is what the ICP services guide and the GDRFA Dubai pages we read ask for. The separate ICP personal-photo brochure says a plain light-coloured background instead. Because the wording differs, use a plain white background with no shadows, and follow the exact instruction shown on the application screen you are using.

Can I wear glasses or a hijab in a UAE visa photo?

The ICP brochure allows glasses if the eyes are clearly visible, with no flash reflection, no tinted lenses and frames that cover no part of the eyes. Head coverings are not permitted except for religious reasons, and the face from chin to forehead and both edges must show. It does not mention a size limit for the covering.

What file size or format does the ICP portal accept for the photo?

We could not find one. The ICP services guide, the ICP brochure and the GDRFA Dubai pages we read give no file format, pixel size or kilobyte limit for an upload. If the upload screen states a limit, that screen is the authority. We do not publish a figure we cannot source.

Can I take a UAE visa photo on my phone?

The sources we read do not say either way. They say the photo must be recent, meet ICAO specifications, and be in sharp focus without shadows, flash reflections or red eye. A phone photo taken by someone else against a plain wall can meet those points, but the ICP brochure also mentions high-resolution printing, so ask the service centre if unsure.

How recent must a UAE visa photo be?

The ICP services guide says the photo should be recent. The ICP personal-photo brochure is more specific: no more than 6 months old. The GDRFA Dubai pages we read say recent, or just a personal photo. Use one taken in the last few weeks so the question never comes up.
